Portsmouth listens is an all-volunteer effort by local residents, sponsored by the City of Portsmouth, the Portsmouth Citywide Neighborhood Committee, and the Greater Portsmouth Chamber of Commerce.

Major funding sponsors are the city, Seacoast Newspapers, Ocean National Bank, and Greater Piscataqua Community Foundation. Brochure design work was donated by Brown and Company of Portsmouth.
